15.1.2008 Alexander Lukashenko, head of the State, signed Decree №667 of December 27th 2007 «On final land allocation» considerably simplifying the existing decision-making procedure.   To debureaucratize and to reduce the term of the rendering of a terminal decision regarding land acquisition, the Decree simplified the general order of the decision-making procedure and introduced a possibility to allocate land and to prepare design documentation for construction at the same time. This will enable investors to considerably reduce projects’ implementation terms. According to the Decree: the administrations of the free economic zones together with other subjects of legal relations are authorized to complete the procedure of final land allocation if this right has been delegated by corresponding regional (Minsk city) executive committees; land plots are given to legal bodies of the Republic of Belarus on a permanent or temporary basis, as a private property or on a leasehold basis, and to the legal bodies that are not Belarusian residents – on a leasehold basis; free economic zones’ residents are given land plots for construction and facility management without holding an auction; regional (Minsk city) executive committees have got the right to make decisions on payments in instalments for the right to conclude a land lease contract. 15.1.2008 There was adopted a resolution of the Government of the 5th of December 2007 №1669...   There was adopted a resolution of the Government of the 5th of December 2007 №1669 according to which the residents of the free economic zones of the Republic of Belarus enjoy a reduction factor 0,1 applied to the payment for the right to conclude a land lease contract. 15.1.2008 Representatives of the Polish-Dutch company «Bianor» visited the free economic zone «Grodnoinvest» on January 10, 2008.   Representatives of the Polish-Dutch company «Bianor» visited the free economic zone «Grodnoinvest» on January 10, 2008. The project is called «Organization of the production of healthcare products». The Commission’s favorable report allows to register the enterprise as a FEZ “Grodnoinvest” resident. 17.1.2008 There has been prepared project documentation for the construction of a business-centre of the free economic zone «Grodnoinvest».   At present the project undergoes the state expertise. The business-centre will become one of the important centers for the business development not only in the territory of FEZ «Grodnoinvest» but also in the city of Grodno. There will be held international meetings and conferences with the participation of Belarusian businessmen and foreign investors, sectoral exhibitions and expositions. Besides, the centre will favor the promotion of work experience and management advanced methods of FEZ «Grodnoinvest» resident enterprises. The business-centre will render information and advice support to the potential investors preparing constituent documents and business plans. It will also give legal support during all the stages of the implementation of investment projects in the territory of FEZ «Grodnoinvest». In addition it will be possible to lease premises for offices for those enterprises which have been registered or will soon be registered as FEZ residents. 18.1.2008 In the territory of the Northern industrial centre «Grandichy» there has been put into use the 2nd section of the highway that runs 960 meters...   In the territory of the Northern industrial centre «Grandichy» there has been put into use the 2nd section of the highway that runs 960 meters and was financed by the government and the development fund of the free economic zone meant for the development of the engineering and transport infrastructure. It is the extension of the part of the highway which was completed earlier. It runs from the railway-crossing of Grodno Meat-Processing Plant JSC up to Novaya str. in Grandichy. It connects populated locality Lapenky with the city of Grodno shortening the way between the two places by 8 km. The new highway also allows to deal with traffic in the city since it gives an additional exit way leading to the Lithuanian Republic. In future there will be organized an additional public transport line from microdistrict Deviatovka to the Northern industrial centre. The highway together with other engineering services recently put into operation will enable FEZ «Grodnoinvest» residents to considerably reduce terms of construction of production facilities located in the territory of the Northern industrial centre.
