10.2.2006 - German firms “Fey & Co”, “Bodet & Horst” and “Relax” came on a business trip to the free economic zone “Grodnoinvest” February 6, 2006.
  In the course of the visit their representatives visited two managing subjects: unitary enterprises “Gronitex”, “Grodnotextile” and one foreign private enterprise “Danakap plus”, a FEZ “Grodnoinvest” resident. There were held negotiations on the creation of a foreign enterprise majoring in the production of furniture accessories. There was reached an agreement on document preparation to register the future enterprise first as a managing subject and then as a resident of FEZ “Grodnoinvest”. There was also considered a possibility to create the foreign enterprise on the off-production areas belonging to enterprises operating in light industry in Grodno Northern Industrial Centre.
10.2.2006 Within the framework of the seminar organized by the Polish Belarusian Chamber of Commerce and Industry and called “Legal Aspects of Trade and Investment in Belarus” there was held a presentation of the free economic zone “Grodnoinvest”, February 7, 2006.
  Belarusian participants – Olga Smal, a chief specialist of the department of investments and foreign economic activity of the administration of FEZ “Grodnoinvest”, and Andrei Shepelevich, manager of the foreign enterprise “Bel-Agrol”. They made a speech on investment conditions and experience of FEZ “Grodnoinvest” resident enterprises.
10.2.2006 The Council of Ministers’ resolution №63 of January 19, 2006 “On approval of regulations of foreign nationals and persons without citizenship’s transit passage through the territory of the Republic of Belarus” came into force February 5, 2006.
  Here are the most essential points of the normative document.
In accordance with the resolution a foreign national traveling through the territory of the Republic of Belarus enters and leaves the Republic of Belarus having a transit visa which gives foreigners the right to cross the State borders of the Republic of Belarus.
When entering the Republic of Belarus, a foreigner is to pay for his transit at least 5 norm rates set in the Republic of Belarus for every day of his transit (on 01.02.2006 it made up 145 000 Belarusian rubles or 55,7 euro).
When entering the Republic of Belarus, a foreigner fills in a migratory card which is produced at frontier points of the Republic of Belarus to an official of the frontier troops together with an entry document. On the way back the migratory card is returned to an official of the frontier troops at frontier points of the Republic of Belarus.
Foreigners traveling through the territory of the Republic of Belarus by vehicles are to use only international auto communication highways of the Republic of Belarus. Stops for food intake, rest and night's lodging are permitted in hotels, motels, camping-sites or secure parking places situated en route.
Foreigners traveling through the territory of the Republic of Belarus by train have the right to get off the train at the stations for the time fixed in the schedule.
Foreigners traveling through the territory of the Republic of Belarus don’t have the right to stop at points situated in the frontier zone, except for a forced stop.
Foreigners’ transit is to be completed for 48 hours starting from the day of entry to the Republic of Belarus, except for a forced stop.
An exit visa to a foreigner who came to a forced stop is issued by local authorities.
15.2.2006 The Government of the Republic of Belarus ratified the list of the import substitution goods manufactured by the residents of the free economic zones (FEZ) of the country and supplied to the home market in 2006.
 

The list is ratified by resolution of the Council of Ministers no. 167 of February 7, 2006.

Every year the government works out and in accord with the President of the state determines the list of the import substitution goods manufactured by the residents of the country’s FEZ. The goods included may be sold on the territory of the republic, FEZ tax and customs privileges preserved.

The list for the year 2006 was being formed on the basis of suggestions made by Regional Executive Committees and Minsk Executive Committee. To exclude unfair competition between the residents of FEZ and the rest of goods manufacturers of the republic, the emphasis is placed on the goods, which are not produced on the territory of the Republic of Belarus. That is why the list is completed with the goods which are not produced in our country.

Import substitution goods’ supply to the home market will contribute to the fall in import consumption, saving of currency funds of domestic producers, competitive industrial production growth.
